With registration, RTOs must juggle many responsibilities like annual declarations, AVETMISS reporting, and marketing compliance, where validation often causes the most anxiety.

Though we've written extensively on validation, let's clarify it again. ASQA describes it as a quality assessment review.

To put it differently, validation is the process of confirming the accurate parts of an RTO's assessment process and identifying what can be enhanced. A correct understanding of its components makes it less intimidating.

The SRTOs 2015 Clause 1.8 specifies that RTOs need to ensure compliance of their assessment systems, including RPL, with training package requirements, following the Principles of Assessment and Rules of Evidence.

According to the standards, RTOs must conduct two types of validation.

The primary type of assessment validation verifies that your RTO's assessment meets the training package requirements.

The next validation type confirms assessments are conducted following the principles of assessment and rules of evidence.

Thus, validation is performed both prior to and following the assessment. The first type, assessment tool validation, is the focus here.

Defining the Two Types of Assessment Validation

As previously discussed in our blogs, validation involves two processes: (1) assessment tool validation and (2) post-assessment validation.

Pre-assessment validation or assessment tool validation focuses on the first part of the clause, ensuring that all unit requirements are met and that workbooks are entirely compliant.

Conversely, post-assessment validation pertains to the implementation, ensuring Registered Training Organisations conduct assessments in line with the Principles of Assessment and Rules of Evidence.

Our focus here will be on assessment tool validation.

Steps to Perform Assessment Tool Validation

Having distinguished between the two types of validation, let’s dive into the details of assessment tool validation.

Timing for Conducting Assessment Tool Validation

The purpose of assessment tool validation is to confirm that all elements, performance criteria, and performance and knowledge evidence are met by your assessment tools.

This means that whenever new learning resources are acquired, assessment tool validation must be performed before they are used by students.

You don't have to wait until your next 5-year validation schedule. Validate new resources right away to ensure they’re appropriate for student use.

Still, this isn't the only reason for this type of validation. Conduct assessment tool validation when you:

- resources get updated
- adding new training products on scope
- your course includes training product updates
- learning resources get identified as a risk during your risk assessment

The Australian Skills Quality Authority's risk-based regulatory approach means RTOs should conduct regular risk assessments. Complaints from students about learning resources are a prime opportunity for assessment tool validation.

What Training Products Should Be Validated?

Recall, this type of validation aims to ensure all learning resources are compliant before use. All RTOs must validate each unit's resources.

Essential Resources for Assessment Tool Validation

Study Resources

Given that you are validating your assessment tools, you will need the complete array of your learning resources:

Mapping tool – the primary document to check. It reveals which assessment items align with unit requirements, expediting validation.

Learner/student workbook – ensure it's appropriate for use as an assessment tool. Check if instructions are clear and answer fields are sufficient. This is a frequent gap.

Assessor guide/marking guide – verify that instructions for assessors are comprehensive and clear benchmarks for each assessment item are included. Clear benchmarks are key to reliable assessment outcomes.

Other related resources – may include checklists, registers, and templates developed separately from the workbook and marking guide. Validate these to ensure they suit the assessment task and address unit requirements.

Validation Team

Clause 1.11 details the requirements for validation panel members, noting that validation can be conducted by one or more people. Generally, RTOs require participation from all trainers and assessors and may include industry experts.

As a whole, your validation panel must have:

Relevant vocational competencies and up-to-date industry skills for the unit being validated

Current knowledge and skills in vocational teaching and learning

Either one of the following training and assessment credentials:

TAE40116 Certificate IV in Training and Assessment or an updated successor

Assessment validation tool/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.
A validation tool is beneficial for both the validation process and documentation. It makes it easier to understand how each assessment item aligns with each unit requirement.
At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.
It can also serve as proof that you have validated your resources before allowing students to use them.

ASQA does not provide a recommended or required template for assessment tool validation, but many templates are available online. These tools generally have validators review the tools as a whole to determine if they meet the principles of assessment.

Though these templates make validation easier, they can lead to judgment errors because they provide little room for comments on each assessment item.

We strongly recommend using a more detailed template to inspect each unit requirement and the assessment items that map to them. Here is an example:

Key Principles of Assessment
Fairness – Is the assessment process equitable and accessible to everyone?

Flexibility – Does the assessment offer various ways to demonstrate competence according to different needs and preferences?

Validity – Is the assessment testing what it is meant to test? Is it a valid tool for assessing the required skill or knowledge?

Reliability – Will the assessment produce the same results each time, regardless of who conducts the training? Will different assessors make consistent decisions on skill competence?

Fundamental Rules of Evidence

Validity – Is the evidence proof that the candidate possesses the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is the evidence sufficient to confirm the learner has the required skills and knowledge?

Authenticity – Is the assessment tool ensuring that the work is the candidate’s own?

Currency – Are the assessment tools based on current units of competency and modern industry practices?

Even though these are frequently addressed in VET professional development and nationally recognised training, a lot of tools still fail to meet these requirements.

To avoid employing learning resources that leave unit requirements unmet, be sure to follow these guidelines:

Walk the Talk

Pay attention to the verbs in the unit requirements and ensure they are addressed by the assessment item. For instance, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement requires students to:

Carry out each of the following tasks at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication per service and regulatory requirements:

diapering

bottle preparation, bottle-feeding babies, and cleaning equipment

prepare solid foods and feed babies

respond properly to infant signs and cues

prepare and settle infants for sleep

monitor and foster age-appropriate physical exploration and gross motor skills

Having students explain the process of nappy changing for babies under 12 months doesn’t meet the unit requirement. Unless it’s meant to assess underpinning knowledge (i.e., knowledge evidence), students should be doing the tasks.

Be Mindful of Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.

Full Compliance or Not Competent

Pay attention to lists. As mentioned earlier, if students perform only half the tasks listed, get more info it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Each assessment item must include clear and specific benchmark answers to guide the assessor’s judgment on the student’s competence. Hence, ensure your instructions are clear and not confusing for students or assessors. For instance:
What kind of information can be included in a work package?
What can be included in a work package?

The answer might include:

Necessary materials

Pertinent costs

Time span of activities

Allocated roles and responsibilities

When an assessment item requires multiple answers, indicate the number of answers needed from a student. This way, your assessment is reliable, and the evidence collected is valid.

This is also true for assessment items with double-barrelled questions or those that require multiple answers at once. These can confuse students and assessors, as demonstrated in the sample question below:

Identify a hazard and/or environmental concern in the workplace and select the most effective hazard control hierarchy.

Possible answers can include, but are not limited to:

Weather conditions – isolation of the work area, engineering, personal protective equipment

Work area and ground conditions – elimination, isolation, use of engineering controls

People – isolating, use of engineering controls, administrative controls

Structural hazards – substitution, isolation, engineering controls

Chemical hazards – isolation, engineering controls, administrative controls

Equipment or machinery – isolation, engineering, administrative controls

Steering clear of double-barrelled questions makes it simpler for students to respond and for assessors to judge competence accurately.

Considering these requirements, you might think, “Don’t learning resource developers have audit guarantees?” However, such guarantees require you to wait for an audit to rectify noncompliance. This affects your compliance history, so it’s better to take a safe and compliant approach.
